SMSTS, NEBOSH or IOSH Managing Safely: which does a site manager need?

Course guides 5 min read Updated

Three well-known safety courses, built for different jobs. Here's how SMSTS, the NEBOSH certificates and IOSH Managing Safely compare, and which one a construction site manager is usually asked for.

Ask three people which safety course a site manager needs and you may get three answers: SMSTS, NEBOSH or IOSH. All three are respected, and all three cover risk assessment and the law. But they're built for different purposes, and on a construction site one of them is asked for far more often than the others.

The short answer

  • SMSTS is CITB's five-day course for construction site managers. It's what principal contractors usually ask a site manager to hold.
  • NEBOSH certificates are formal qualifications with a heavier study load. The Construction Certificate suits people who advise on or manage health and safety across construction work; the General Certificate suits any sector.
  • IOSH Managing Safely is a three-day course for line managers and team leaders in any sector, including manufacturing, logistics and facilities.

If you manage a construction site, start with SMSTS. Add NEBOSH if you're moving towards a health and safety role. Choose IOSH Managing Safely when the people being trained work outside construction.

SMSTS: built for construction site managers

The SMSTS course runs over five days and is written for site managers and people about to become site managers. It covers health, safety, welfare and environmental law as it applies to building, construction and civil engineering, the duties CDM 2015 places on contractors and principal contractors, risk assessment and control, and how to build a safety culture on site. There are four core group exercises and a final exam.

Build UK endorses SMSTS as the standard training for construction managers, which is why it appears in so many principal contractors' site rules. The certificate is valid for five years, and you keep it current with the two-day SMSTS Refresher.

NEBOSH: a qualification, not just a course

NEBOSH certificates take longer and go further into how health and safety is managed. Both of the certificates we teach are assessed through NEBOSH's own assessments, built around an open-book exam based on a realistic scenario, rather than a test set by the course tutor.

NEBOSH Construction Certificate

The NEBOSH Construction Certificate (NEBOSH now calls the current version Health and Safety Management for Construction (UK)) is aimed at construction site managers, contracts managers and construction health and safety advisors. NEBOSH sets a minimum of 70 taught hours plus around 40 hours of private study, and the assessment is a 48-hour open-book exam. NEBOSH says holders are eligible to apply for the CSCS Academically Qualified Person card.

NEBOSH General Certificate

The NEBOSH General Certificate covers health and safety management in any workplace. It's assessed by an open-book exam and a practical risk assessment, and NEBOSH says it meets the academic requirement for Technical Membership of IOSH (Tech IOSH), with the right experience. It suits people heading for a health and safety advisor role, or managers whose work spans construction and other sectors.

IOSH Managing Safely: practical safety for line managers

IOSH Managing Safely is a three-day course for line managers and team leaders responsible for their team's safety day to day. Its six modules cover assessing risks, controlling risks, understanding responsibilities, understanding hazards, investigating incidents and measuring performance. IOSH says the certificate doesn't expire, though it recommends a refresher to keep up with changes.

It's a good fit for supervisors and managers in factories, warehouses, workshops and offices. It isn't construction-specific, so it doesn't replace SMSTS where a principal contractor asks for SMSTS.

Common situations

"I'm a site manager and the main contractor wants proof of training"

SMSTS. Check their site rules, but it's almost always what they mean.

"I already have SMSTS. Is NEBOSH worth adding?"

If you want to move into a health and safety advisor role, or into contracts management where you'll set safety standards across several sites, the NEBOSH Construction Certificate is a sensible next step. It doesn't replace SMSTS on site, and SMSTS doesn't give you a NEBOSH qualification.

"I manage a production team in a factory"

IOSH Managing Safely, or the NEBOSH General Certificate if you'd like a more substantial qualification.

"I want the Black CSCS card"

None of these is the usual route. The Manager card normally comes from a Level 6 NVQ plus the CITB managers' HS&E test; see our Level 6 NVQ guide.

"Can I do more than one?"

Plenty of people do, in this order: SMSTS first, because it's what gets a site manager through the gate, then NEBOSH later if their career heads towards safety management. Taking IOSH Managing Safely as well as SMSTS rarely adds much for a construction site manager, because the ground they cover overlaps.

Where to take it

SMSTS runs in the classroom at our Rotherham training venue at Bradmarsh Business Park and live online with a tutor. Our NEBOSH and IOSH courses run live online with a tutor on fixed dates, so you can join from anywhere in South Yorkshire or North Derbyshire. If you'd rather study NEBOSH at your own pace, there's distance learning too, and IOSH Managing Safely can be run in-house for your team. Our page on health and safety training in Rotherham brings the local and online dates together.
